La construction du centre fédéral de renvoi débute au Grand-Saconnex mais il n’est jamais trop tard pour renoncer à un projet inhumain.

Voici des années que des associations, des partis politiques, des habitantEs du Grand-Saconnex et même le Grand Conseil genevois s’opposent fermement à ce projet. Symbole d’une politique raciste d’inhospitalité, ce centre de renvoi prévoit 250 places pour les requérantEs d’asile "à expulser". C’est là - dans un "centre" où les conditions "d’accueil" prévues sont de l’ordre de la semi-détention, voire pire - que les personnes requérantes relevant du domaine de l’asile se verront contraintes d’attendre le moment où leur expulsion sera jugée possible.

UN "ACCUEIL" CARCERAL
Le projet est imaginé comme un vaste complexe carcéral de renvoi. Au côté du centre fédéral de renvoi d’une capacité de 250 places se dresseront les bâtiments de la police internationale et 50 places de détention administrative [1]. Le bâtiment du Centre Fédéral dispose d’un accès direct au tarmac et, comme dans une prison, d’une seule entrée. En son sein, les personnes sont confrontées à une discipline infantilisante et arbitraire : annonce obligatoire en entrant et en sortant, fouilles, punitions, prise d’empreintes digitales, impossibilité de conserver des denrées alimentaires et de cuisiner, une "aide" financière dérisoire qui ne sert qu’à les maintenir à disposition de la police en vue de leur renvoi et, comme seule perspective dite d’occupation, des travaux d’entretien du centre.

UNE POLITIQUE DE SEGREGATION
Tout est également prévu pour que les requérantEs ne se mêlent pas au reste de la population : demande d’autorisation à chaque sortie du centre, horaires restrictifs (9h-17h en semaine) rendant impossibles le travail et la vie sociale à l’extérieur, interdiction de recevoir des visites de ses proches, scolarisation des enfants à l’intérieur même du centre, etc. Le futur centre de renvoi sera par ailleurs coincé en périphérie de Genève, entre une bretelle d’autoroute et le tarmac de l’aéroport. En plus de l’exclusion géographique, vivre à quelques centimètres de la piste de l’aéroport entraîne des conditions de vie catastrophiques tant à cause des nuisances sonores que de la pollution de l’air. C’est dans ces conditions que l’on prévoit d’"accueillir" celles et ceux dont le seul crime est d’avoir fui les guerres ou la pauvreté.

UNE ZONE DE NON-DROIT
Ces derniers mois, c’est sans étonnement, mais avec tristesse et colère que nous avons observé le fonctionnement des centres fédéraux construits ailleurs en Suisse (Giffers, Boudry et Embrach notamment). Les récits de violence, d’humiliation, de tabassage et d’impossibilité à être défendu correctement dans la procédure d’asile y sont légion ; nous offrant un avant-goût du traitement qui sera réservé aux requérantEs dans le centre de renvoi du Grand-Saconnex. Il faudra enfin compter avec les interdictions systématiques que connaissent la société civile et les associations dans l’accès à ces centres.

FERMER LES YEUX N’EST PAS UNE OPTION
Aujourd’hui, les autorités ne peuvent plus dissimuler leurs intentions derrière "l’accélération des procédures" et un visage "humanitaire" pour justifier la construction du centre de renvoi. Si ce dernier venait à être construit, il deviendra sans nul doute une des pièces maîtresses d’une politique raciste qui broie les vies auxquelles la Suisse semble accorder de moins en moins de valeur. Le bureau d’architecture Berel Berel Kräutler a eu le culot d’appeler son projet "Philémon et Baucis" qui symbolisent l’hospitalité dans la mythologie grecque. Nous ne sommes pas dupes. Ce centre de renvoi ne doit jamais voir le jour.

Nous demandons l’interruption immédiate de la construction du centre fédéral de renvoi !

NO TO THE FEDERAL REMOVAL CENTRE
The construction of the federal removal centre is beginning at Grand-Saconnex but it is never too late to abandon an inhumane project.
For years now, associations, political parties, residents of Grand-Saconnex and even the Geneva Grand Council have been firmly opposed to this project. This removal centre is a symbol of a racist policy of inhospitality, and would provide 250 places for asylum seekers "to be deported". It is there - in a "centre" where the "reception" conditions provided for could be likened to semi-detention, or even worse - that asylum seekers will be forced to wait for the moment when their deportation is deemed possible.

A PRISON-LIKE "RECEPTION”
The project is envisioned as a large prison complex for remanded prisoners. Next to the federal removal centre with a capacity of 250 places will be the buildings of the international police and 50 places for administrative detention [1]. The Federal Centre building has direct access to the tarmac and, like in a prison, only one entrance. Within it, people are confronted with condescending and arbitrary discipline : compulsory notification on entering and leaving, searches, punishments, fingerprinting, no ability to store food and to cook, paltry financial "aid" which only serves to keep them available for the police with a view to their dismissal and, as the only so-called occupation perspective, maintenance work in the centre.

A POLICY OF SEGREGATION
Everything is also planned so that the applicants do not mix with the rest of the population : request for authorisation each time they leave the centre, restrictive working hours (9am-5pm during the week) making it impossible to work and socialise outside, no family visits, schooling of children inside the centre itself, etc. The future removal centre will also be located on the outskirts of Geneva, between a motorway slip road and the airport tarmac. In addition to geographical exclusion, living just a few centimetres from the airport runway leads to catastrophic living conditions due to noise and air pollution. It is under these conditions that we plan to "welcome" those whose only crime is to have fled wars or poverty.

A LAWLESS ZONE
In recent months, it is without surprise, but with great sadness and anger, that we have observed the workings of the federal centres built elsewhere in Switzerland (Giffers, Boudry and Embrach in particular). Tales of violence, humiliation, beatings and the impossibility of being properly defended in the asylum procedure are legion there ; offering us a foretaste of the treatment that will be reserved for the applicants in the Grand-Saconnex removal centre. Finally, we will have to take into account the systematic prohibitions that civil society and associations are facing in accessing these centres.

TURNING A BLIND EYE IS NOT AN OPTION
Today, the authorities can no longer conceal their intentions behind the "acceleration of procedures" and a "humanitarian" face to justify the construction of the federal removal centre at Grand-Saconnex. If the latter were to be built, it would undoubtedly become one of the cornerstones of a racist policy that is destroying the lives to which Switzerland seems to attach less and less value. The architectural office Berel Berel Kräutler had the nerve to call its project "Philemon and Baucis", which symbolise hospitality in Greek mythology. We are not fooled. This removal centre must never see the light of day.

Ndërtimi i qendrës federale të referimit fillon në Grand-Saconnex, por asnjëherë nuk është tepër vonë për ta braktisur një projekt çnjerëzor. Për vite me radhë, shoqata, parti politike, qytetarë të Grand-Saconnex, madje edhe Këshilli i Madh i Gjenevës kanë qenë në mënyrë të palëkundur kundër këtij projekti. Simbol i një politike raciste dhe aspak mikpritjeje, kjo qendër dëbimi ofron 250 vende për azilkërkuesit që janë në pritje "për t’u dëbuar". Pikërisht aty - në një "qendër" ku kushtet e "pritjes" janë të ngjashme me ato të gjysmë ndalimit, apo madje më keq akoma - azilkërkuesit do të detyrohen të presin deri sa të vijë momentin kur dëbimi i tyre të gjykohet i mundshëm.

"NJË PRITJE" NË BURG
Projekti parashikohet si një kompleks i madh burgu për të burgosurit e ndaluar. Pranë qendrës federale të ndalimit, me një kapacitet prej 250 vendesh, do të jenë ndërtesat e forcave të policisë ndërkombëtare dhe 50 vende për ndalimin adminsitrativ . Ndërtesa e Qendrës Federale ka qasje drejtpërdrejt në pistën e aeroportit dhe, si në burg, ka vetëm një hyrje. Brenda saj, njerëzit përballen me disiplinë fëminore dhe arbitrare : njoftim i detyrueshëm i hyrjeve dhe daljeve, kontrolle, ndëshkime, marrje e shenjave të gishtave, pamundësia për të ruatjur ushqim dhe për të gatuar, "ndihmë" financiare sa për t’u tallur, e që shërben vetëm sa për t’i mbajtur të disponueshëm për policinë me qëllimin largimin eventual të tyre, si dhe e ashtuquajtura perspektiva e punësimit, punë për mirëmbajtjen në qendër.

NJË POLITIKË NDARJEJE DHE IZOLIMI
Çdo gjë është planifikuar në mënyrë të tillë që aplikantët të mos përzihen me pjesën tjetër të popullatës : kërkesë për autorizim sa herë që dalin nga qendra, orare pune kufizuese (9am-5pm gjatë javës) duke e pamundësuar punën dhe socializimin jashtë qendrës, ndalimi i vizitave nga të afërmit, shkollimi i fëmijëve brenda vetë qendrës, etj. Qendra e ardhshme e referimit do të jetë në periferi të Gjenevës, midis një rripi të autostradës dhe pistës aeroportit. Përveç përjashtimit gjeografikisht, jetesa në vetëm disa centimetra nga pista e aeroportit është në kushte katastrofike për shkak të zhurmës dhe ndotjes së ajrit. Në këto rrethana, ne planifikojmë të "mirëpresim" ata, krimi i vetëm i të cilëve është se janë larguar nga lufta apo varfëria.

NJË ZONË PA LIGJ
Në muajt e fundit, dhe nuk është surprizë, të mbushur me trishtim dhe zemërim kemi vërejtur funksionimin e qendrave federale të ndërtuara në vende të tjera në Zvicër (Giffers, Boudry dhe në veçanti Embrach). Aty janë të shumta historitë e dhunës, poshtërimit, rrahjeve dhe pamundësisë për t’u mbrojtur si duhet në procedurën e azilit ; kjo na ofron një tablo të atij trajtimi që i pret aplikantët në qendrën e dëbimit Grand-Saconnex. Së fundi, ne do të duhet të marrim parasysh ndalimet sistematike me të cilat po përballen shoqëria civile dhe shoqatat për qasjen në këto qendra.

BËRJA NJË SY QORR NUK ËSHTË OPSION
Sot, autoritetet nuk mund t’i fshehin më qëllimet e tyre pas "procedurave të përshpejtimit" dhe pas një fytyre "humanitare" për të përligjur ndërtimin e qendrës federale të dëbimit në Grand-Saconnex. Po të ndërtohej kjo qendër, nuk ka dyshim se do të bëhej gur i qoshes për një politikë raciste që shkatërron jetët ndaj të cilave Zvicra duket se po i jep gjithmonë e më pak vlerë. Zyra arkitekturore Berel Berel Kräutler kishte kurajon ta quante këtë projekt "Philemon dhe Baucis", personazhe që simbolizojnë mikpritjen në mitologjinë greke. Ne nuk na e hedhin dot. Kjo qendër referimi nuk duhet të dalë kurrë në dritë. Ne kërkojmë ndalim të menjëhershëm të ndërtimit të Qendrës Federale të Dëbimit !

NO AL CENTRO DI RIFERIMENTO FEDERALE

La costruzione del centro di riferimento federale inizia a Grand-Saconnex, ma non è mai troppo tardi per abbandonare un progetto così disumano.

Per anni, associazioni, partiti politici residenti di Grand-Saconnex e anche il Gran Consiglio di Gi-nevra si sono opposti a questo progetto. Simbolo delle politiche razziste di inospitalità, questo centro di rimozione fornisce 250 posti ai richiedenti asilo “i quali devono essere espulsi”. Lì, in un centro dove le condizioni di accoglienza previste sono dell’ordine della semi-detenzione o ancora peggio, i richiedenti asilo saranno costretti ad aspettare il momento nel quale verranno cacciati dal paese.

UN’ACCOGLIENZA CARCERARIA

Il progetto è concepito come una grande prigione per detenuti in custodia cautelare. Accanto al centro di custodia cautelare federale, il quale ha una capienza di 250 posti, ci saranno gli edifici della polizia internazionale e 50 posti per detenzione amministrativa (1). L’edificio del Centro Fede-rale ha accesso diretto alla strada e, come in prigione, prevede solo un’entrata. All’interno le per-sone si confrontano con una disciplina infantile e arbitraria : annunci obbligatori all’entrata e all’uscita, perquisizioni, punizioni, rilevamento delle impronte digitali, impossibilità nel mettere da parte del cibo e cucinare, “aiuti” economici irrisori i quali servono solo a renderli disponibili alla po-lizia in vista del loro rilascio e la loro unica e cosiddetta prospettiva di lavoro è costituita da lavori di manutenzione nel centro.

UNA POLITICA DI SEGREGAZIONE

Tutto è pianificato in modo che i candidati non si mescolino con il resto della popolazione, devono richiedere l’autorizzazione ogni qualvolta vogliano lasciare il centro, sono sottoposti a orari di lavo-r^o restrittivi (dalle 9 alle 17 durante la settimana), rendendo così impossibile lavorare e socializza-re al di fuori dal centro. Inoltre, viene loro proibita la visita da parte di parenti, la scolarizzazione dei bambini all’interno del centro stesso ecc. Il futuro centro di riferimento sarà localizzato nella periferia di Ginevra, tra uno svincolo autostradale e una pista aeroportuale. Oltre a essere geo-graficamente isolato, vivere vicini a una pista aeroportuale porta a condizioni di vita pessime a causa del rumore e dell’inquinamento dell’aria. È sotto queste circostanze che vogliamo “dare il benvenuto” a coloro il cui unico crimine è quello di essere fuggiti dalla guerra e dalla povertà.

UNA ZONA ILLEGALE

Negli ultimi mesi, non sorpresi, ma con tanta tristezza e rabbia abbiamo osservato il funzionamen-to di alcuni centri federali costruiti in Svizzera (Giffers, Boudry e Embrach in particolare). I racconti di violenza, umiliazioni, pestaggi e l’impossibilità di essere propriamente difesi nelle procedure di asilo sono all’ordine del giorno e ci hanno dato un assaggio del trattamento che verrà riservato ai candidati nel centro di rimozione di Grand-Saconnex. In conclusione, dovremmo prendere in con-siderazione i divieti sistematici che stanno affrontando la società civile e le associazione nell’accedere a questi centri.

CHIUDERE UN’OCCHIO NON È UN’OPZIONE

Oggi, le autorità non possono più nascondere le loro intenzioni dietro “l’accelerazione delle proce-dure” e una faccia “umanitaria” per giustificare la costruzione del Centro Federale di Rimozione a Grand-Saconnex. Se quest’ultimo dovesse essere costruito diventerebbe, senza dubbio, una delle pietre miliari di una politica razzista che sta distruggendo vite, alla quale la Svizzera sembra attribuirne sempre meno valore. L’ufficio architettonico Berel Berel Kräutler ha avuto il coraggio di chiamare il progetto “Philemon e Baucis”, simbolo di ospitalità nell’antica mitologia Greca. Non facciamoci prendere in giro. Questo centro non deve nascere.

Chiediamo che la costruzione del Cento di Rimozione Federale venga fermata immediatamente !

НЕТ ФЕДЕРАЛЬНОМУ КООРДИНАЦИОННОМУ ЦЕНТРУ
В Гранд-Саконекс начинается строительство федерального центра временного содержания и высылки, но никогда не поздно отказаться от бесчеловечного проекта.
В течение многих лет ассоциации, политические партии, жители Гранд-Саконекса (Grand-Saconnex) и даже Большой совет Женевы решительно выступают против этого проекта. Этот центр выдворения, символ расистской политики и проявления негостеприимства, рассчитан на 250 человек для содержания лиц, ищущих убежища, « подлежащих высылке из страны ». Именно в этом « центре », где условия « приёма » просителей убежища близки к режиму частичного содержания под стражей или, что еще хуже, где заявителей на получение убежища вынуждают ожидать наступления момента, когда их высылка из страны будет признана возможной.

ТЮРЕМНЫЙ « ПРИЁМ »
Проект задуман как большой тюремный комплекс для лиц, находящихся в предварительном заключении. Рядом с федеральным центром предварительного содержания на 250 мест будут расположены здания международной полиции и организованы 50 мест для административного задержания (1). Здание федерального центра имеет прямой выход на взлетную полосу аэродрома и, как в тюрьме, только один вход. В стенах центра люди сталкиваются с инфантильной и произвольной дисциплиной : объявление о принудительном входе и выходе, обыски, наказания, снятие отпечатков пальцев, невозможность хранить еду и готовить, унижающая их достоинство финансовая « помощь », которая служит лишь для того, чтобы они были в распоряжении полиции в свете их возможного будущего освобождения и единственная так называемая возможность трудовой занятости – ремонтные работы в центре.

ПОЛИТИКА СЕГРЕГАЦИИ
Кроме того, все задумано таким образом, чтобы заявители на получение убежища не контактировали с остальным населением : необходимость подачи запроса для получения разрешения каждый раз, когда они покидают центр, ограниченные часы работы центра (с 9:00 до 17:00 в течение недели), что делает невозможным работу и общение за его пределами, запрет посещений родственников, обучение детей в самом центре и т. д. Кроме того, будущий центра временного содержания и высылки будет расположен на окраине Женевы : между съездом с автомагистрали и взлетной полосой аэропорта. Помимо географической изоляции, проживание в нескольких шагах от взлетно-посадочной полосы аэропорта делает условия жизни катастрофическими из-за шума и загрязнения воздуха. Именно в этих условиях мы планируем оказывать « приём » тем, кто совершил одно единственное преступление – бежал от войны или нищеты в своей стране.

ЗОНА БЕЗЗАКОНИЯ
В последние месяцы мы без удивления, но с грустью и гневом, наблюдаем за работой федеральных центров, построенных в других городах Швейцарии (в частности, Giffers, Boudry и Embrach). Здесь много рассказов о насилии, унижении, избиениях и невозможности должным образом защитить себя в рамках процедуры рассмотрения ходатайства о предоставлении убежища. Всё это даёт нам представление о будущем обращении, которое ждёт заявителей в центре выдворения Гранд-Саконекса. Наконец, мы должны принять во внимание систематические запреты, с которыми сталкиваются гражданское общество и ассоциации при попытке получения доступа к этим центрам.

МЫ НЕ МОЖЕМ ЗАКРЫВАТЬ ГЛАЗА НА ВСЁ ЭТО
Сегодня власти больше не могут скрывать свои истинные намерения за такими формулировками как « ускорение процедур » и за « гуманитарным » обликом, чтобы оправдать строительство федерального центра временного содержания и высылки в Гранд-Саконексе. Если бы этот центр был построен, он, несомненно, бы стал одним из краеугольных камней расистской политики, разрушающей жизни и ценность жизни как таковой, которой Швейцария, похоже, придает все меньше и меньше значения. Архитектурное бюро Berel Berel Kräutler осмелилось назвать свой проект « Филимон и Бавкида », именами героев, символизирующих гостеприимство в греческой мифологии. Нас не обмануть. Этот координационный центр никогда не должен стать реальностью.

NEIN ZUM BUNDESAUSSCHAFFUNGSZENTRUM
Der Bau des Bundesausschaffungszentrums beginnt in Grand-Saconnex, aber es ist nie zu spät, ein unmenschliches Projekt aufzugeben.

Seit Jahren widersetzen sich Verbände, Parteien, die EinwohnerInnen von Grand-Saconnex und sogar der Genfer Grossrat entschieden diesem Projekt. Als Symbol einer rassistischen Politik der Unwirtlichkeit soll dieses Rückkehrzentrum 250 Plätze für Asylsuchende bieten, die „abgeschoben“ werden sollen. Dort - in einem „Zentrum“, in dem die vorgesehenen „Aufnahmebedingungen“ fast wie bei einer Inhaftierung oder sogar noch schlimmer sind - werden die Asylsuchenden gezwungen sein, auf den Moment zu warten, an dem ihre Ausschaffung als möglich erachtet wird.

EINE „AUFNAHME“ WIE IM GEFÄNGNIS
Das Projekt ist als ein großer Ausschaffungsgefängniskomplex geplant. Neben dem Bundesausschaffungszentrum mit einer Kapazität von 250 Plätzen werden sich die Gebäude der internationalen Polizei und 50 Plätze für Verwaltungshaft befinden (1). Das Gebäude des Bundeszentrums hat einen direkten Zugang zum Rollfeld und wie in einem Gefängnis nur einen Eingang. In ihr sind die Menschen mit entmündigender und willkürlicher Disziplin konfrontiert : Meldepflicht beim Betreten und Verlassen, Durchsuchungen, Bestrafungen, Fingerabdrücke, keine Möglichkeit, Lebensmittel zu lagern und zu kochen, lächerliche finanzielle „Hilfen“, die nur dazu dienen, sie im Hinblick auf ihre Ausschaffung für die Polizei verfügbar zu halten, und als einzige sogenannte Beschäftigungsperspektive Unterhaltsarbeiten im Zentrum.

EINE POLITIK DER RASSENTRENNUNG
Alles ist ausserdem so geplant, dass sich die AntragstellerInnen nicht mit der übrigen Bevölkerung vermischen : Antrag auf Genehmigung bei jedem Verlassen des Zentrums, restriktive Zeiten (9.00-17.00 Uhr unter der Woche), die es unmöglich machen, außerhalb des Zentrums zu arbeiten und Kontakte zu knüpfen, Verbot von Verwandtenbesuchen, Schulbesuch der Kinder innerhalb des Zentrums selbst usw. Das künftige Ausschaffungszentrum wird sich zudem am Stadtrand von Genf befinden, zwischen einer Autobahnauffahrt und dem Rollfeld des Flughafens. Neben der geografischen Ausgrenzung führt das Wohnen nur wenige Zentimeter von der Startbahn des Flughafens zu katastrophalen Lebensbedingungen aufgrund von Lärm und Luftverschmutzung. Unter diesen Bedingungen sollen diejenigen „aufgenommen werden“, deren einziges Verbrechen darin besteht, vor Kriegen oder Armut geflohen zu sein.

EIN RECHTSFREIER RAUM
In den letzten Monaten haben wir ohne Überraschung, aber mit Trauer und Wut den Betrieb der anderswo in der Schweiz gebauten Bundeszentren (insbesondere Giffers, Boudry und Embrach) beobachtet. Berichte von Gewalt, Demütigungen, Schlägen und der Unmöglichkeit, im Asylverfahren angemessen verteidigt zu werden, sind dort Legion ; sie geben uns einen Vorgeschmack auf die Behandlung, die den AntragstellerInnenn im Ausschaffungszentrum Grand-Saconnex droht. Schließlich werden wir die systematischen Verbote berücksichtigen müssen, denen sich die Zivilgesellschaft und die Verbände beim Zugang zu diesen Zentren gegenübersehen.

NICHT HINZUSEHEN IST KEINE OPTION
Heute können die Behörden ihre Absichten nicht mehr hinter der „Beschleunigung der Verfahren“ und einem „humanitären“ Antlitz verbergen, um den Bau des Bundesausschaffungszentrums in Grand-Saconnex zu rechtfertigen. Sollte letzteres gebaut werden, würde es zweifellos zu einem der Eckpfeiler einer rassistischen Politik, die jene Leben zerstört, denen die Schweiz immer weniger Wert beizumessen scheint. Das Architekturbüro Berel Berel Kräutler hatte den Nerv, sein Projekt „Philemon und Baucis“ zu nennen, die in der griechischen Mythologie die Gastfreundschaft symbolisieren. Wir lassen uns nicht täuschen. Dieses Ausschaffungszentrum darf niemals das Licht der Welt erblicken.

NÃO AO CENTRO FEDERAL DE EXPULSÃO

A construção do centro federal de expulsão começou, no Grand-Saconnex, mais não é tarde para abandonar esse projeto desumano.
Há anos que associações, partidos políticos, habitantes do Grand-Saconnex e inclusive o Grande Conselho de Genebra manifestam a sua mais ferrenha oposição a esse projeto. Símbolo de uma política racista de inospitabilidade, esse centro de expulsão deverá contar com 250 vagas para requerentes de asilo “a expulsar”. É nesse “centro”, em que as “condições” de “acolhimento” previstas são similares à de uma semi-detenção, ou pior, que os requerentes de asilo serão obrigados a esperar o momento em que se determinará a sua expulsão.

UM “ACOLHIMENTO” CARCERÁRIO

O projeto é concebido como um vasto complexo prisional com vistas à expulsão. Ao lado do centro federal de expulsão, com capacidade para 250 pessoas, serão construídos os edifícios da polícia internacional e haverá 50 vagas de detenção administrativa [1]. O edifício do Centro Federal terá acesso direto à pista de decolagem e, como em uma prisão, uma única porta de entrada. Nesse edifício, as pessoas serão expostas a uma disciplina infantil e arbitrária : deverão, obrigatoriamente, anunciar suas entradas e saídas, serão revistadas, punidas, suas impressões digitais coletadas, não poderão armazenar alimentos nem cozinhar, receberão uma “ajuda” financeira irrisória que tem como único objetivo mantê-las à disposição da polícia para que sejam expulsas e, como única perspectiva de uma pretensa ocupação, trabalharão para a manutenção e limpeza do centro.

UMA POLÍTICA DE SEGREGAÇÃO

Tudo está sendo pensado para que os(as) requerentes não se misturem ao resto da população : devem pedir autorização para sair do centro, os horários são restritivos (das 9h às 17h nos dias úteis), o que impede qualquer trabalho ou vida social fora do centro, haverá a proibição de visitas de pessoas próximas, as crianças deverão ser escolarizadas no próprio centro, etc. O futuro centro de expulsão ficará em uma zona periférica de Genebra, entre a autoestrada e a pista do aeroporto. Além da exclusão geográfica, viver a poucos centímetros da pista de um aeroporto cria condições de vida catastróficas devidas ao incômodo sonoro e à poluição do ar. É nessas condições que se prevê “acolher” quem cometeu um único crime, fugir da guerra e da pobreza.

UMA ZONA SEM LEI

Nos últimos meses, sem surpresa observamos, com raiva e tristeza, como funcionavam outros centros federais construídos em outras zonas da Suíça (especialmente em Giffers, Boudry e Embrach). Muitos são os relatos de violência, de humilhação, espancamentos e sobre a impossibilidade de se ter acesso a uma defesa adequada nos processos de asilo ; isso nos dá uma amostra do tratamento que receberão os requerentes de asilo no centro de expulsão de Grand-Saconnex. É de se esperar, também, que a sociedade civil e as associações sejam proibidas de ter acesso aos centros, como já é de praxe.

FECHAR OS OLHOS NÃO É POSSÍVEL

As autoridades já não podem dissimular suas intenções, alegando uma “aceleração dos procedimentos”, e não podem utilizar a desculpa “humanitária” para justificar a construção do Centro Federal de Expulsão do Grand-Saconnex. Se esse centro for construído, será, sem dúvidas, uma das principais ferramentas da política racista que destrói as vidas que a Suíça parece considerar, cada vez mais, como tendo menor valor. O escritório de arquitetura Berel Berel Kräutler teve a ousadia de chamar o seu projeto de “Filemon e Baucis”, que simbolizam a hospitalidade na mitologia grega. Não somos estúpido(a)s. Esse centro de expulsão não pode ser construído.
